Speaker Mike Johnson enters into his big shutdown test
  + stars: | 2023-11-13 | by ( Lauren Fox | ) edition.cnn.com   time to read: +6 min
Johnson’s spending plan would fund government agencies through spending bills for the military, Veterans Affairs, transportation, housing and urban development and energy and water through mid-January. One of the first major tests for Johnson will be whether he can even pass a procedural vote for the spending bill known as the rule. McCarthy passed the last short-term spending bill under a suspension of the rules, a decision that ultimately cost him his job. Over the course of the last week, House Republicans have struggled just like they did under McCarthy to unify on spending. Congress must avoid a shutdown and pass a CR that facilitates enacting full-year spending bills and emergency assistance as soon as possible.”CNN’s Manu Raju contributed to this report.

Speaker Mike Johnson’s proposal to avert a government shutdown at the end of the week ran into increasing opposition on Monday from hard-line Republicans. But with Democratic opposition softening, it appeared the plan could be headed toward bipartisan approval within days. The shifting alliances came as the House planned to take its first action on the bill as early as Tuesday. The move cost Mr. McCarthy his speakership. But Mr. Johnson — who is far more conservative than Mr. McCarthy — was not expected to face similar blowback from Republicans, who are not eager to repeat the dysfunction and paralysis that followed their last speaker’s ouster.

McCarthy continually accused Gaetz of only going after him because of a House Ethics Committee probe he’s facing, a charge the GOP hardliner has repeatedly denied. “If the Ethics Committee never does anything to Gaetz, then Gaetz was successful in stopping probably what rightfully should come to him,” McCarthy said. Asked if he were concerned about Johnson’s approach to Gaetz, McCarthy said: “That’s a question for Speaker Johnson. It’s not good for the House,’” McCarthy said of Pelosi. Asked if he had thought he would make it two years as speaker, McCarthy said: “I never knew.”McCarthy credited Trump for his winning the gavel.

CNN —Whether it was due to a less crowded debate stage or the experienced bench of moderators, the third Republican presidential debate held in Miami on Wednesday night was easily the smoothest debate yet. Usually, his moments of brilliance are –— as Senator Tim Scott would probably understand — sandwich-boarded by acts of self-flagellation. He was flat-out great in justifying our support of Ukraine, a debate Christie can win against anyone. As the resident expert of ‘letting little things get to me,’ I understand Haley’s Mr. Hyde. I wrote after the last debate that Haley makes poor decisions when something (or someone) gets under her skin.

At the first two debates, Mr. DeSantis played the front-runner, attacking his opponents only when he was hit first. This has not been an easy stretch for Mr. DeSantis, in no small part because of the attacks from Mr. Trump on everything from his foreign policy credentials to his height. Mr. DeSantis has staked his bid on his performance in the state’s first-in-the-nation caucuses on Jan. 15. Mr. DeSantis offered a similar criticism of the president while campaigning in New Hampshire in October. Unless Mr. Trump makes a dramatic last-minute appearance on the stage, that seems unlikely to change.

There are two moments from Mike Johnson’s early days as speaker of the House that almost perfectly encapsulate the broken way that so many Republican evangelicals approach politics. But before she could finish, Johnson’s Republican colleagues started to shout her down. What does Mike Johnson think about any issue under the sun?’ I said, ‘Well, go pick up a Bible off your shelf and read it.’ That’s my worldview.”That quote is less illuminating than many people think. Mike Johnson and I have such similar religious convictions that we once worked together at the same Christian law firm. Yet we’ve taken very different political paths.

Here’s what’s not up for debate: Social Security and Medicare are in financial trouble, and the nation’s debt is on an unsustainable trajectory. Spending on Social Security and Medicare is projected to soar as the nation ages, putting more pressure on Congress to address the programs. Advocates’ concernsAdvocates, however, argue that lawmakers can hide behind the debt commission and avoid taking individual blame for agreeing to benefit cuts. “The new speaker has made it clear he’s not a friend to seniors, Social Security or Medicare,” said Max Richtman, CEO of the National Committee to Preserve Social Security and Medicare. “So if you want to keep Social Security solid, you have to do all that stuff and a lot more.”This story has been updated with additional information.

Two days after the Supreme Court overturned Roe v. Wade last year, a little-known congressman named Mike Johnson took the stage at Christian Center Shreveport to celebrate. “This is a day we’ve been waiting on for a half-century,” he told the ebullient congregation, adding that there was no place he would rather be than with them. He beamed as he read portions of Louisiana’s new law punishing abortion providers with a minimum of one year in prison and a fine of at least $10,000. He closed with a prayer that cited scripture and Ronald Reagan. Mr. Johnson’s sudden ascent last month to speaker of the House, second in line to the presidency, was a surprising turn in a career built quietly in courtrooms, as a lawyer representing socially conservative causes, and through the Louisiana Statehouse and the House of Representatives, to which he was elected in 2017.

Opinion: Israel-Hamas war’s endgame

We’re looking back at the strongest, smartest opinion takes of the week from CNN and other outlets. Last week, as Israel continued its military response to the October 7 Hamas terror attack, its political goals — and potential endgame — remained a source of huge controversy. Join us on Twitter and Facebook“Take, for example, the Israel Defense Forces strike on Gaza’s Jabalya refugee camp on Tuesday. “Following the horrific massacre in Israel by Hamas terrorists on October 7, I felt an intense, relentless grief. Though Perry wanted to escape Chandler, he kept him around, because heaven forbid anyone saw what he was hiding.”

House GOP leaders said they plan to hold a vote on the package on Thursday but such is the uncertainty in the party’s chaotic majority that no timetable is ever certain. But House GOP Whip Tom Emmer and House Majority Leader Steve Scalise both said they expect to pass the package later in the day. For years, a vote on aid to Israel might have been one of the least controversial measures to come up in the House all year. But Johnson defended his decision on Thursday to link Israel aid to cuts in IRS funding. But the last few weeks have shown there’s a vast difference between what a GOP speaker wants to do and what he can do.

I don’t know Mike Johnson, the brand-new speaker of the House of Representatives, but I feel as if I do because we’re from the same neck of the woods. CNN —The arc of Rep. Mike Johnson’s career encapsulates the shifting priorities of the religious right in the era of Donald Trump. More than half of White evangelicals agreed with that statement as well – the only major religious denomination in which it found majority support. Yet both groups are much more influential inside the GOP coalition, with evangelicals representing nearly one-third of Republican voters and all White Christians about two-thirds. But in Congress, Johnson has also identified more with some of the party’s Trump-era priorities that revolve around demographic change. But each man appears equally committed to a vision of America that elevates the moral and political preferences of conservative White Christians over any other group.

Speaker Mike Johnson said on Thursday evening that his personal worldview and policy positions are dictated by the Bible, in his first extended interview since assuming the job second in line to the presidency. While Mr. Johnson played a pivotal role in former President Donald J. Trump’s efforts to overturn the results of the 2020 election, Mr. Hannity did not ask him a single question about it in the lengthy broadcast. Mr. Hannity famously told Mr. Trump to stop talking about the 2020 election. “I am a Bible-believing Christian,” he told Mr. Hannity. Rushing to meet an urgent spending deadline and facing a revolt from House Republicans, congressional leaders left money for Ukraine out of a short-term bill to keep federal funding flowing. But the ouster days later of Representative Kevin McCarthy, Republican of California, from the speaker’s post and the installation of Mr. Johnson, a right-wing Republican with a history of voting against Ukraine assistance, has shifted the dynamics. Now leaders are facing yet another shutdown deadline on Nov. 17, and congressional Democrats, White House officials and some leading Republicans are scrambling to salvage Ukraine aid. In the days since his election, Mr. Johnson has signaled that he will not seek to block aid to Ukraine altogether, but he has also made it clear that he wants to consider it separately from any assistance for Israel, and put tight restrictions on it. “Our consensus among House Republicans is that we need to bifurcate those issues,” Mr. Johnson said of Ukraine and Israel assistance in an interview on Thursday with Sean Hannity of Fox News.

House Republicans elected Rep. Mike Johnson of Louisiana as speaker of the House on Wednesday, more than three weeks after Kevin McCarthy was ousted. Photo: Reuters/Elizabeth FrantzWASHINGTON—The House is back open for business. But getting legislation through it—much less agreeing with the Democratic Senate and President Biden—won’t be easy for brand-new Speaker of the House Mike Johnson , with major deadlines less than a month away. After 22 days of GOP infighting, the Louisiana Republican secured his post Wednesday without any opposition from his fellow House Republicans. That unity will be tested soon, with lawmakers facing a slew of policy and political challenges, including a government funding deadline in three weeks, aid requests for Israel and Ukraine and a farm bill that has already expired.

To the Editor:Re “G.O.P. Elects Speaker, Ending Bitter Feud” (front page, Oct. 26):Our nation flails on the brink of disaster now that the Republicans have elevated an extremist to the honorable position of House speaker. A Times online newsletter article says all we need to know about Mike Johnson: “His elevation now places a socially conservative lawyer who opposes abortion rights and same-sex marriage, and who played a leading role in the efforts to overturn the 2020 election, second in line to the presidency.”Citizens of this great nation should fear this election-denying, rights-resisting, bigotry-promoting zealot. This turn of events underscores the importance of getting out the vote. May the universe and all things holy protect our republic from doom.

He attached remarks by Johnson praising Louisiana's abortion ban and penalty of "hard labor for 1-10 years" and fines of $10,000-$100,000 for those who perform abortions. The Biden-Harris campaign and other groups circulated and posted images of three bills Johnson has sponsored that the Democrats said would "ban abortion nationwide." Already, six states – Michigan, California, Vermont, Kentucky, Kansas and Montana – have passed referendums that either enshrined abortion rights or rejected efforts to undo the right to abortion. Another referendum, one that would guarantee abortion rights, is on the ballot next month in Ohio. These numbers have Democrats believing they can keep the White House and flip the House – and Johnson has put a face to that effort.
